Donley’s is providing concrete services for the expansion of the Rocky River Regional Wastewater Treatment Plant in Concord, North Carolina. The facility—owned and operated by the Water and Sewer Authority of Cabarrus County (WSACC)—serves a thriving area north and east of Charlotte, including the cities of Concord and Kannapolis, the towns of Harrisburg and Mt. Pleasant, and Cabarrus County.

Originally built in the late 1970s as a 24 million gallons per day (MGD) plant, a re-rating effort brought its permitted capacity up to 26.5 MGD in the early 2000s. Expansion to the current permitted capacity of 30 MGD was completed in October 2024, with further expansion (Phase 4) to 34 MGD targeted for completion in 2027.

Donley’s scope of work on Phases 3 and 4 of the Rocky River Regional Wastewater Treatment Plant has included:

  • Flow/process/storage basin walls
  • Walkway slabs
